Buying London property from Oman: the guide for Muscat residents

Buying London property from Oman rests on the Gulf’s oldest and least showy British connection. Omani families have sent children to British schools and universities for three generations, and the Sultanate’s smaller, carefully run economy produces buyers with budgets of £400,000 to £2,000,000 who buy once and hold for decades. The mechanics are in our guide on buying property in London from the Gulf; here is what is particular to Oman, and why nothing should come from a brochure.

Buying London property from Oman: the guide for Muscat residents

Who buys

Quick Answer

An Oman resident buying a London flat pays the same stamp duty as any overseas buyer: on an £800,000 flat, £83,500 once the 5 per cent additional-property rate and 2 per cent non-resident surcharge are added, and the 1998 tax treaty reduces none of it. Sharia-compliant finance from Al Rayan or Gatehouse is open to non-residents with deposits of 25 to 35 per cent. The catch is yield: outer London at 4 per cent gross against Manchester or Birmingham at 5.5 to 7 per cent.

Omani families, buying a flat for the children at a British school or university and for the family’s own summers; Omani professionals and business owners buying one London flat as an investment and a base; and a settled British expatriate community in Muscat buying for a return. Omani institutional money, led by the Oman Investment Authority, is present in London and outside this guide. The Omani private buyer tends to buy with cash or with Islamic finance, to buy once, and to want the building and the street right rather than the newest scheme.

Moving money from Oman to buy in London

The Omani rial is pegged to the dollar at 0.3845, so the sterling cost moves with GBP/USD. Transfers from Omani banks to a UK solicitor are routine; the Central Bank of Oman’s anti-money-laundering rules mean the bank asks the purpose and, for large sums, sees the contract. A London currency broker will usually offer a tighter rate than the Omani bank and can fix a forward for completion; our guide on moving money from the Gulf explains the choice. Funds should arrive from the buyer’s own account, or from a family member’s with a documented gift.

UK–Oman double taxation treaty and London property tax

The UK and Oman have had a double taxation agreement since 1998. It does nothing for stamp duty, UK income tax on rent, UK capital gains tax on a sale or UK inheritance tax, and Oman has no personal income tax to credit; Oman has announced a personal income tax on high earners from 2028, the first in the Gulf, which may in time give the treaty more work to do for Omani residents, but not yet.

Omani companies buying London property and the UK tax position

Omani companies pay corporate income tax at home and need advice on both sides. Our guides on tax on rent for overseas landlords, on selling as a non-resident and on inheritance tax for Gulf families set out the UK position.

Finance and yield

An Omani buyer who finances will usually want a Sharia-compliant product, and Al Rayan and Gatehouse offer home purchase plans and buy-to-let purchase plans to non-residents on a diminishing musharaka basis, with deposits of 25 to 35 per cent; our guide on Islamic home finance in the UK sets out the structure and the costs, and our guide on buy-to-let mortgages for non-residents the conventional alternative.

London yield against Manchester and Birmingham for Omani investors

For a yield-led budget of £300,000 to £600,000, the honest comparison is between a one-bedroom flat in outer London at 4 per cent gross and a two-bedroom in Manchester or Birmingham at 5.5 to 7 per cent gross; our guides on Manchester, on Birmingham and on regional yields against London set it out, including the net figures after service charge, agent, void and tax that the brochures leave out. Muscat has direct flights to London and to Manchester, which makes an annual inspection of either a day’s work.

Documents an Oman resident needs to buy in London

An Oman resident is asked for: passport; resident card or Omani ID; proof of address (a Nama electricity bill, a tenancy contract or a bank statement); proof of source of funds (salary and bank statements, commercial registration and audited accounts for a business owner, documents for inherited or family wealth); and for finance, the lender’s own list. Our guide on anti-money-laundering checks explains what satisfies the solicitor.

Translations and power of attorney for Oman buyers

Arabic documents need certified translation. A power of attorney signed in Oman is notarised and then apostilled: Oman joined the Hague Apostille Convention in 2012, so legalisation is a single step at the Ministry of Foreign Affairs. Our guide on buying without travelling covers the sequence.

Residency, visas and the stamp duty surcharge for Oman residents

Buying property gives no UK immigration status. Omani nationals visit the UK with an Electronic Travel Authorisation for stays of up to six months; expatriates resident in Oman need their own nationality’s visa. Our guide on whether buying property gives residency sets out the real routes. For stamp duty, every Oman resident is non-resident and pays the 2 per cent surcharge, reclaimable by a family that spends 183 days in the UK in the year after completion.

Where Omani buyers buy in London and beyond

For the children: South Kensington near Imperial, Bloomsbury near UCL, Marylebone, and Edinburgh, where Omani students have long gone and where the tax and the conveyancing are different, as our guide on buying in Edinburgh explains. For the family: St John’s Wood, the Hyde Park Estate, Marylebone and Kensington. For investment: Bayswater, Canary Wharf, Manchester and Birmingham. The firm’s advice to an Omani family is the same as to any buyer who intends to hold for twenty years: a freehold house or a share-of-freehold flat in a conservation area, bought at its neighbours’ price, and nothing from a brochure.

Frequently Asked

Questions about buying London property from Oman

Does Oman’s new income tax affect a London flat?

Not before 2028, and then only for Omani residents above the income threshold; UK tax on the rent is paid first and the treaty will determine any credit. Ask an Omani adviser as the rules are published.

Is Edinburgh a sensible place to buy for a child at the university?

Yes, and it is cheaper than London, but it is Scotland: Land and Buildings Transaction Tax with an 8 per cent additional dwelling supplement instead of stamp duty, and a different buying process. Our guide on buying in Edinburgh from the Gulf covers both.

Can I buy with Islamic finance from Muscat?

Yes, from Al Rayan or Gatehouse, as a non-resident, with a larger deposit than a UK resident and a rental income that covers the finance rental with a margin.

How much stamp duty does an Oman resident pay on an £800,000 flat?

For a Muscat resident who owns a home in Muscat, £83,500: £27,500 at the standard rates, £40,000 for the 5 per cent additional-property rate and £16,000 for the 2 per cent non-resident surcharge. With solicitors, survey, a finance arrangement fee of about £5,200 and currency costs, the total on top of the price is about £96,000 to £100,000, or 12 per cent.

Does the UK-Oman tax treaty reduce what I pay in the UK?

No. The agreement dates from 1998, but it does nothing for stamp duty, UK income tax on rent, UK capital gains tax on a sale or UK inheritance tax, and Oman has no personal income tax to credit until the tax announced for high earners from 2028. Omani companies, which pay corporate income tax at home, need advice on both sides.

Do I pay stamp duty twice with a Sharia-compliant purchase plan?

No. Stamp duty relief for alternative finance means the bank’s purchase and the onward arrangement to you are taxed once, at the same figure as a cash buyer would pay. Our guide on stamp duty for overseas buyers explains the relief.

What documents will the London solicitor ask for?

Passport, resident card or Omani ID, proof of address (a Nama electricity bill, a tenancy contract or a bank statement) and proof of source of funds: salary and bank statements, commercial registration and audited accounts for a business owner, or documents for inherited or family wealth. A lender adds its own list. Arabic documents need certified translation.

Can I complete without travelling to London?

Yes. A power of attorney signed in Oman is notarised and then apostilled at the Ministry of Foreign Affairs; Oman joined the Hague Apostille Convention in 2012, so legalisation is a single step. Our guide on buying without travelling covers the sequence.

Does buying a flat give an Omani family UK residency?

No. Omani nationals visit with an Electronic Travel Authorisation for stays of up to six months; expatriates resident in Oman need their own nationality’s visa. Every Oman resident pays the 2 per cent non-resident stamp duty surcharge, which a family can reclaim if it spends 183 days in the UK in the year after completion.

Is Manchester a better buy than London for yield?

On a budget of £300,000 to £600,000, a one-bedroom flat in outer London returns about 4 per cent gross against 5.5 to 7 per cent gross for a two-bedroom in Manchester or Birmingham. The honest comparison is the net figure after service charge, agent, void and tax, which brochures leave out. Muscat has direct flights to both cities.
